Introduction of “Pay As You Throw” Household Waste Collection Service Pilot Project in Honiara

THE Asian Development Bank (ADB), in collaboration with the Honiara City Council, Guadalcanal Provincial Government, and the Ministry of Environment, Climate Change, Disaster Management and Meteorology, is launching the ‘Pay As You Throw’ (PAYT) household waste collection pilot project in selected areas of Honiara and Guadalcanal Province.

Participating communities include – Tuvaruhu, Canahill, Mamulele, Kobito 3, Burnscreek and Lungga.

Running from October 2024 to March 2025, the PAYT system encourages households to purchase biodegradable waste bags from designated stores.

The cost of the bags covers the collection and disposal of household solid waste, incentivizing waste reduction by linking disposal costs to the amount of waste generated.

This system is designed to be both affordable and accessible for residents, promoting mindful waste generation and fostering environmental responsibility. The pilot project will serve as a testing ground for expanding the PAYT system to other communities in the future.

Key Features of the PAYT Service:

  • Cost-Effective: Residents pay based on the waste they produce, encouraging reduced consumption.
  • Environmental Benefits: By reducing waste and promoting recycling, the PAYT system minimizes landfill use and contributes to a cleaner environment.
  • Community Engagement: Educational campaigns will inform residents about waste reduction, reuse, and recycling, fostering a culture of sustainability.
  • Public Health: Effective waste management reduces mosquito-borne diseases like malaria, contributing to healthier communities and cleaner living conditions.

“We hope this pilot will lead to the rollout of PAYT across all communities in Honiara and Guadalcanal Province. It’s designed to empower communities to manage their waste responsibly,” said the project team for the Integrated Solid Waste Management Project. “By linking costs to waste generation, we aim to encourage residents to reduce their waste footprint and help create a cleaner environment.”
